NTTA, comprised of four member counties – Collin, Dallas, Denton and Tarrant – is governed by a nine-member Board of Directors. Each of the four NTTA member counties appoints two members. The Governor of Texas appoints one member from a county adjacent to NTTA’s four-county service area. Board members serve staggered two-year terms, and no member may be an elected official. From their membership, the directors elect a Chair and a Vice Chair.
NTTA’s Board of Directors hold regular meetings typically on the third Wednesday of each month and Committee meetings are typically held on the first Thursday each month at NTTA headquarters in Plano. Special or emergency meetings of the Board may be called by the Chairman or at the request of any two Directors.

Board meetings are typically held the third Wednesday of each month at 10 a.m. in the NTTA Boardroom. Committee meetings are typically held the first Thursday of each month at 10 a.m. in the NTTA Boardroom. Please visit the Board Meetings calendar page to determine when the next meeting is.
Individuals wishing to speak before the Board must complete a speaker card and register with the Board Secretary either in person or by email: @email. Speaker cards must be submitted by email no later than 5 p.m. on the day prior to the scheduled meeting. A person also may register to speak in person by submitting a completed speaker card to the Board Secretary on the day of the Board meeting at the registration table outside the board meeting room. The deadline for registering in person to address the Board is 15 minutes prior to the posted start time of the meeting.

No. Any individual who wishes to address the Board is welcome to speak.
A speaker may request to have his or her presentation or supporting information provided to the Board. Speakers must provide 15 copies of any handouts or supporting information to the Board Secretary no less than 15 minutes before the scheduled meeting. Speakers desiring to provide an electronic presentation to the Board must notify the Board Secretary and submit an electronic copy of the presentation to the Board Secretary via email, at least one business day in advance of the scheduled meeting. Presentations should be PowerPoint slides, Office 365, with no embedded audio/video. The speaker should be prepared to advance their slides during the meeting using a provided remote.

Under NTTA practices, Board members are welcome to attend all committee meetings and participate in discussions or debate. Voting is limited to committee members.
Committees are advisory in nature, absent express delegation of authority from the Board pursuant to bylaws. Binding Board action is taken only at meetings of the entire board.
